Tenon announced today that it had settled on Friday 27 February 2004 the transfer of all its freehold land and certain non-freehold forests to the Kiwi Consortium.

As previously advised to the market, third party consents are required for non-freehold forests to be transferred to the Kiwi Consortium. There will be further transfers over the next seven months as these consents are obtained.

The initial capital return of NZ62.5 cents per share, which is scheduled for late March 2004, is not subject to receipt of any of the proceeds of the transfer of the non-freehold estates.

The provisional value of merchandise imports for January 2004 is $2,591 million, 8.3 percent higher than January 2003, according to Statistics New Zealand. The estimated value of merchandise exports for January 2004 is $2,020 million, resulting in an estimated trade deficit of $571 million or 28.3 percent of exports. This is the largest January trade deficit as a percentage of exports since January 1986, when 51.0 percent was recorded. The average trade deficit for the past 10 January months was 5.3 percent of exports.

The main contributors to the higher value of imports for January 2004, when compared with January 2003, were aircraft, vehicles, and electrical machinery and equipment. In January 2004, several aircraft and 19 armoured motor vehicles were imported, valued at over $250 million in total. With these excluded, the value of imports for January 2004 would have been 2.6 percent lower, when compared with January 2003, and the trade deficit would have been 15.3 percent of exports.

Lower values and quantities of imported crude oil were recorded in January 2004, when compared with January 2003. Crude oil and petroleum products are imported at irregular intervals and usually consist of large shipments, which can cause fluctuations in the value of imports from month to month.

While the exports trend is rising, the imports trend is rising at a faster rate, causing the trade deficit to widen. The value of the New Zealand dollar, as measured by the trade weighted index, has been appreciating since November 2000 and has appreciated sharply over the past four months, gaining 6.8 percent. A higher exchange rate generally has a downward influence on import prices and may lead to an increase in quantities of imported commodities.

The provisional value of imports for the year ended January 2004 was $31,979 million, down $227 million or 0.7 percent, when compared with the year ended January 2003. The estimated trade deficit for the year ended January 2004 was $3,622 million or 12.8 percent of exports. Detailed exports statistics will be released on 9 March 2004.

 

Consents were issued for 2,385 new dwelling units in January 2004, according to Statistics New Zealand. The trend series for the number of new dwelling units has been steadily rising since March 2003.

For the year ended January 2004, consents for 30,191 new dwelling units were issued, the highest total for a year ended January since 1977.

Consents for 471 new apartment units were issued in January 2004, compared with 382 in December 2003 and 744 in November 2003.

Twelve out of 16 regions recorded more new dwelling units in January 2004 compared with January 2003. Otago (up 102 units) recorded the largest increase in new dwelling units when comparing the two January months, followed by Wellington (up 73 units) and Auckland (up 69 units). In January 2004, the Auckland region was the main contributor to the total number of new dwelling units with 888 units or 37 percent.

The total value of non-residential building consents issued in January 2004 was $217 million. This follows totals of $262 million in December 2003 and $255 million in November 2003. Consents issued for offices and administration buildings were worth $52 million or 24 percent of the total non-residential buildings value in January 2004. This was followed by factory and industrial buildings, and shops, restaurants and taverns, each with $35 million (16 percent). Storage buildings, and social, cultural and religious buildings were next with $24 million (11 percent) each.

The total value of consents issued for all buildings in January 2004 was $738 million. For the year ended January 2004, the total value of consents for all buildings was $9,246 million, up $1,419 million or 18 percent when compared with the year ended January 2003.

The Farm Expenses Price Index (FEPI) including livestock showed no change in the December 2003 quarter, following a 0.4 percent decrease in the September 2003 quarter. The FEPI registered a 2.6 percent fall between the December 2002 and December 2003 quarters.

The most significant upward contributor in the December 2003 quarter came from a 2.2 percent rise in the index for central and local government rates and fees. Other upward contributions came from the index for shearing (up 1.7 percent) and the repairs, maintenance and motor vehicle repairs index (up 0.5 percent).

The major downward contributor to the FEPI in the December 2003 quarter was a 0.9 percent decrease in the index for livestock purchases, reflecting lower prices for cattle, pigs and deer. Other downward movements included a 1.0 percent fall in the fertiliser, lime and seeds index, and a 0.7 percent decrease in the interest rates index.

Excluding livestock, the FEPI rose 0.2 percent in the December 2003 quarter.

Output prices in the Producers Price Index (PPI) rose 0.4 percent and input prices remained unchanged in the December 2003 quarter, according to latest figures from Statistics New Zealand.

The most significant upward contribution to the PPI outputs index in the December 2003 quarter came from a 2.7 percent increase in the electricity generation and supply index, reflecting higher prices received by generators in the wholesale market. This is the fourth consecutive quarter in which the electricity generation and supply index has recorded the largest upward contribution to the overall PPI outputs index. Other significant upward contributions came from the business services index and the construction index (up 1.6 percent and 1.1 percent, respectively). These upward movements were partly offset by decreases in the dairy product manufacturing index (down 1.4 percent), the wholesale trade index (down 0.3 percent), and the paper and paper product manufacturing index (down 1.8 percent).

In the PPI inputs index, the most significant upward contribution came from the meat and meat product manufacturing index, which rose 1.9 percent on the back of higher beef and pork prices. Other upward contributions came from the electricity generation and supply index and the public administration and defence index (up 1.8 percent and 0.7 percent, respectively). In the December 2003 quarter, these upward movements were offset primarily by a 3.6 percent fall in the textile and apparel manufacturing index, and a 0.5 percent decrease in the wholesale trade index.

Between the December 2002 and December 2003 quarters, the PPI outputs index recorded an increase of 1.1 percent, while the PPI inputs index recorded a 0.1 percent decrease over the same time period.

SEEK Ltd has further consolidated its position as the leader in online recruitment advertising in Australia and New Zealand, with the announcement today that it has acquired nzjobs.co.nz, New Zealand’s second most popular employment website.

Announcing the acquisition, SEEK Executive Director Andrew Bassat said: “We are focused on building the single most significant marketplace for job seekers and recruitment advertisers in every location we operate in. Our goal is to make recruitment faster, easier and more effective.”

“The acquisition of NZ Jobs will really consolidate our competitive position in New Zealand. We plan to maintain our focus and grow rapidly in both Australia and New Zealand through a range of suitable means.”

The acquisition is SEEK’s first since PBL joined its list of investors in August 2003.

SEEK Ltd publishes seek.com.au, Australia’s most frequently visited employment website. The site lists more than 50,000 vacancies and attracts over 1.1 million job seekers each month.

seek.co.nz was launched in August 1999 and is run by a subsidiary company, SEEK (NZ) Ltd, which is based in Auckland. It is now the number one employment website in New Zealand and was visited by more than one in 14 New Zealand workers in January, some 149,000 people. SEEK NZ also won the Netguide Best Employment Website Award in 2003, which is decided by popular votes cast by Internet users.

Andrew Bassat said that SEEK is working hard to ensure its business continues to grow strongly on both sides of the Tasman.

The nzjobs.co.nz website will merge with seek.co.nz on 1 May 2004. The sale price was not disclosed.

This year is the 20th anniversary of the change of government in 1984 and the beginning of a period of radical economic reform. It should be a time to take stock of what the country has achieved in the last two decades and to debate the agenda for the next 20 years.

Last year saw such a stocktaking in Australia, 20 years after the election of the Hawke-Keating government in 1983. Launching a series of contributions in its columns, the Australian Financial Review asked: “Can [Australia] aspire to be among the two or three most prosperous peoples in the world, a status we lost long ago?” It challenged politicians and institutions:

… to confront the risks of reform fatigue as well as the challenges of the 21st century. These include an ageing population, new speed limits on growth from labour shortages less than half a generation away, and a fiercely competitive global economy.

Back in 1983, Australia’s economic circumstances were poor. Its living standards relative to many other countries had been falling for several decades, it was saddled with heavily protected industries, inefficient infrastructure and costly work practices, and there was no reform in sight. To everyone’s surprise, the newly elected Labor government embarked on a programme of intense and broadly well-considered economic reforms, which was carried on by successive federal governments and matched at state levels. Today Australia is back in the top 10 countries in the Organisation for Economic Cooperation and Development (OECD) per capita income rankings, and few doubt that the main reasons for the turnaround were its moves to a much more open, free and competitive economy.

In 1984, New Zealand was in a much worse situation than Australia. Years of mismanagement had led to a distorted and stagnant economy, high inflation and massive public debt. The announcement of the election led to a run on the currency. David Lange was right to describe old New Zealand as a Polish shipyard.

The post-election Economic Summit reached a broad consensus. It stated in its communiqué that:

There is an unacceptable level of poverty. There are people in our community who have major difficulties with housing, health care and meeting essential family needs. This … has not been a short term problem but rather a feature of the New Zealand economy for the last 30 years … Poor growth has brought unemployment, falling living standards, a decline in social services and increasing social discontent.

The Summit agreed that major changes in direction were needed. The Lange-Douglas government decided that New Zealand had to break away from short-term, stop-go policies geared to the electoral cycle. It sought to adopt a consistent, predictable, medium-term economic strategy. The key tasks were to stabilise and liberalise the economy. Stabilisation required the freeing-up of interest rates, the abolition of exchange controls, floating the currency, fully funding government deficits and an anti-inflationary monetary policy. It also required regaining expenditure control, cutting government deficits and major tax reform. Liberalisation required accelerated reductions in import licensing and tariffs, the removal of subsidies, opening markets to competition and reform of state-owned enterprises.

Of all the changes, I regard the removal of exchange controls and the progressive dismantling of fortress New Zealand import barriers as the most important. Capital could no longer be trapped in New Zealand – if governments grossly mismanaged the economy it would flee – and firms had to move to international levels of efficiency or die. An extraordinary amount was achieved in three years. David Lange and Roger Douglas did an outstanding job of explaining and defending the changes and maintaining confidence. Despite major restructuring and real pain in sectors such as farming, the economy proved resilient and growth exceeded forecasts. In 1987 the government was re-elected with an increased majority and it retained the support of most 1984 Labour voters –an outcome which is difficult for those who maintain the reforms were undemocratic to explain away.

Shortly after the 1987 election, world sharemarkets fell sharply. New Zealand was hit more than most, due in part to the collapse of businesses that had over-borrowed and lost their way in the freer environment, and speculation fuelled by financial market and tax reforms that were not complete.

The government sought to maintain confidence with its December 1987 economic package, but David Lange broke conventions of collective cabinet responsibility over the flat tax proposal and declared a teabreak on reform. From that point, any sense of government cohesion and direction evaporated. Even though much of the December package and other important reforms were implemented in Labour’s second term – including further tariff reductions, major tax changes, the Reserve Bank Act, reforms to ports and local government, and the deregulation and privatisation of Telecom – confidence was lost and the economy stagnated. Labour had proved unable to implement meaningful labour market reform, unemployment skyrocketed and the fiscal position deteriorated sharply. National won the 1990 election in a landslide, and immediately faced a crisis with the Bank of New Zealand collapse. National’s main achievements in its 1990-1993 term of office were the labour market reforms of the Employment Contracts Act and the restoration of fiscal discipline. Those of us who saw these measures as finally putting in place a broadly consistent economic framework were confident that they would lay the basis for a strong recovery. Critics of the reforms predicted doom and gloom. Fifteen economists at the University of Auckland said the recession would deepen, Jim Anderton forecast 1 percent growth in 1993, Brian Easton saw the incipient recovery as a “mirage” which would be “choked off in 6-18 months” and Bryan Philpott thought there was not “a dog’s show” of achieving 3 percent growth.

In fact the economy grew by 6.4 percent in the year to March 1994 and 5.3 percent the following year, and by 1996 real gross domestic product (GDP) was 20 percent higher than in 1991. In the same 5-year period employment growth was the highest in the OECD and the rate of unemployment fell from 10.3 percent to 6.1 percent – the biggest reduction among OECD countries.

In a 1994 end-of-year editorial, the New Zealand Herald wrote that:

There seemed no end to the year’s good economic notices. Each week seemed to bring a sunny statistic … Yet New Zealand could not quite grasp that it was enjoying the highest growth in the developed world … It was still half-listening to academics, counsellors and clerics who had spent the previous nine years deploring [the reforms].

There was a sense of real optimism in business as reforms which many business leaders had fought for paid dividends. As chairman of the Business Roundtable, Douglas Myers said that “Most of us in business today are, for the first time in our lives, part of a successful economy.” But he also said that “it would be folly to assume that New Zealand is on some primrose path and can now just amble along picking the flowers”; both business people and policy makers have to strive for continuous improvement.

Regrettably, the last two decades have turned out to be a game of two halves. The 1993 election and the Fiscal Responsibility Act of 1994 marked the end of the reforming period. National deservedly paid a price in 1993 for making irresponsible commitments on superannuation and tertiary fees in the 1990 election which it then broke, and for the poor management and communication of some of its policies. After the 1993 election Jim Bolger dumped Ruth Richardson and declared another teabreak. For the last 10 years, governments have largely ambled along and, more recently, partially reversed earlier reforms.

A vast mythology developed about the reforming period, some of which persists to this day. Let me deal briefly with some of the myths. In the early period, the stabilisation and liberalisation moves were painted by some as unorthodox – words like “extreme”, “monetarist”, and “outside the mainstream” were freely bandied about. In fact it was New Zealand’s previous inward-looking and highly interventionist policies that were well outside OECD norms. Left-of-centre governments in France, Spain, Sweden, Australia, Greece and Finland, as well as right-of-centre governments in the United Kingdom and the United States, embarked on programmes of liberalisation from the late 1970s. Today it is obvious that greater reliance on markets, fiscal discipline and firm monetary policy are internationally mainstream.

Secondly, many critics judged the reforms as though they were a textbook programme which should have delivered instant results from day one. Both premises are unreal. There were many flaws, both of design and execution, and achieving a measure of coherence took many years. And the rewards of sound economic policy, given the need for restructuring and new investment, may be lagged by as much as a decade. Only in the 1990s did Australia really begin to benefit from reforms that began before New Zealand’s.

A third and related point is that the policy changes were, quite properly, the decisions of elected governments, not those of their advisers or outside advocates. The Treasury is often blamed for weaknesses in the programme, yet many times its advice was not taken; for example, it advised against going ahead with the health reforms after key features had been gutted by the Bolger cabinet. Contrary to conspiracy theories, the reform programme was well underway before the Business Roundtable even existed in its present form, and we were critical of many decisions by both Labour and National governments.

A fourth and major charge of critics is that many people were hurt by the reforms, and they point to poverty and growing inequality. Here several points need to be made. These problems were apparent in 1984, as the summit communiqué noted, and without the changes they would soon have been immeasurably worse. Next it should be noted that almost all OECD countries saw large increases in unemployment as inflation was squeezed in the 1980s, in some cases to much higher peaks than New Zealand (and unemployment rates are still around 10 percent in much of Europe). On top of disinflation, New Zealand had to cut burgeoning fiscal deficits and undertake industrial restructuring on a scale not unlike that of the ex-Soviet Union countries and Eastern Europe: job losses were inevitable. What was not inevitable, however, was the failure to free up the labour market to facilitate the creation of new jobs to replace those that were shed. This made the disinflation and restructuring process unnecessarily painful. And here the blame should be sheeted home to where it truly belongs. The first disaster was the union wage push of 1985/86 which saw wage increases of nearly 20 percent in the private sector and higher in the public sector. Commenting on a similar wage push in Australia in 1981, Paul Keating said that the union officials responsible carried 100,000 unemployed dead men around their necks. The second disaster was the failure in 1986-87 of the attempt by Roger Douglas and others to push through labour market reform. The continuing rigidities in the labour market drove unemployment much higher than it needed to go, and were not dealt with until the Employment Contracts Act was passed in 1991. High unemployment is almost always a prime cause of poverty and increased inequality, and certainly was in New Zealand’s case. Blame for these outcomes rests squarely on the shoulders of those in the trade union movement and the Labour Party – including several ministers in the current government – who resisted the obvious remedies. The trends in poverty and inequality caused by unemployment were arrested if not reversed in the much freer labour market of the 1990s.

A fifth myth was that the programme that was being implemented was a ‘low wage’ strategy. This is a nonsense: supporters of the reforms wanted a high wage, high employment, high productivity economy. It is true that wage rates were fairly static in the first half of the 1990s; the early dividends came mainly in the form of large numbers of unemployed people and people not in the labour force getting a job – and properly so. Productivity picked up after 1993, and as the labour market tightened wages began to rise. Those on low and middle incomes also benefited from two rounds of tax cuts and higher social spending made possible by the growing economy. The idea of a ‘low wage’ strategy, like the so-called ‘trickle down’ theory, is pure invention by those who would go to any lengths to misrepresent and discredit the reform programme. Much myth-making surrounds privatisation. The evidence clearly shows that private firms outperform government-owned enterprises, not always but on average. Most New Zealand privatisations were success stories, benefiting consumers, producing better returns on investment and sparing taxpayers endless infusions of cash to cover losses. Even Air New Zealand and Tranz Rail, which are often represented as failures, are arguable cases. Air New Zealand would not have had to be bailed out if the government had acted quickly to allow Singapore Airlines to increase its shareholding, and it can be said in Tranz Rail’s favour that it cut charges substantially in real terms, came closer to covering its cost of capital, and relieved the burden on taxpayers who had been subsidising New Zealand Rail since the 1930s.

The seventh and last myth that I will deal with is the present government’s rhetoric about “the failed policies of the past”. The government came into office in 1999 declaring that the reforms had failed and that it wanted to raise New Zealand’s sustainable growth rate to get New Zealand back in the top half of the OECD income rankings. I have been pointing out that the so-called “failed policies” improved New Zealand’s economic performance substantially in practically all dimensions – inflation, employment, unemployment, public debt, as well as faster growth. The real “failed policies” are those of the government in the sense that they are not lifting the economy’s growth rate further, and indeed the government’s own projections see growth falling away in the medium term. This point is easily demonstrated. Over the 10 years 1993-2003, New Zealand’s real GDP grew by 3.6 percent a year on average. This was the seventh fastest rate of growth in the OECD. Real per capita GDP growth –a measure of living standards – averaged 2.5 percent a year, a cumulative increase of around 28 percent over the decade. By contrast, for the period 2003-08, the government’s latest projections (in its Budget Policy Statement for this year) are for average GDP growth falling back to 3.1 percent a year and average per capita growth falling to 2.2 percent.

The OECD confirmed this assessment in its recent report on New Zealand. It said New Zealand’s markedly better economic performance, which has continued in recent years, has been “underpinned by the programme of reforms that began almost 20 years ago”. It then added:

The slide in relative living standards vis-à-vis the OECD average seems to have been arrested, but a further acceleration –necessary if New Zealand is to move back into the top half of the OECD ranking … is not in sight.

The truth is that New Zealand has been living off its seed corn for a decade. After 1993 governments gave up on the heavy lifting. Mis-steps such as the large increases in government spending from 1994 on and the move to an MMP parliament reduced the economy’s attractiveness to global investors and made it more vulnerable to the Asian downturn. Coming out of that recession, the economy should have been growing at the 5-6 percent growth rates of the mid-1990s, given the exceptionally favourable circumstances New Zealand has enjoyed, but it wasn’t. None of the government’s policy changes by themselves have been fatal but cumulatively they are taking their toll, as the official projections demonstrate.

My overall assessment is that New Zealand has arrived at a consensus, albeit more grudging than in Australia, that the country’s economic reforms were necessary and overdue. Early in his term of office, the then deputy prime minister Jim Anderton gave a speech in which he said that “almost everything the New Zealand Business Roundtable has ever said has turned out wrong”. In a letter to the New Zealand Herald, a correspondent asked Mr Anderton to advise readers which of a list of policies promoted by the Business Roundtable were wrong in his opinion and would be reversed.

The list was as follows:

The relaxation of restrictions on shop trading hours; the abolition of compulsory trade union membership; the sale of beer and wine by supermarkets; the introduction of competition in the transport, telecommunications, postal and disaster insurance markets; taxi deregulation; the removal of import licensing and tariff reductions, reforms of producer boards; the removal of farm subsidies; the revision of the Companies Act; corporatisation and/or privatisation of government telecommunications, postal, forestry and energy businesses, and its interests in ports and airports; policies to raise the performance of the public sector; the removal of exchange controls and the adoption of a floating currency; the adoption of price stability as the goal of monetary policy and independent implementation of monetary policy by the Reserve Bank; the reduction of government debt; the introduction of GST; enhanced fiscal responsibility and financial management requirements at central and local government levels respectively; self-managing schools; and raising the age of eligibility for New Zealand Superannuation from 60 years. Strangely enough, Mr Anderton never replied, and at the last election what remained of his Alliance Party got less than 1 percent of the vote. Clearly, New Zealand has moved a long way from the early 1980s when most of our political parties espoused Alliance policies. Despite its rhetoric, the government has not tampered much with the key pillars of reform – noninflationary monetary policy, the Fiscal Responsibility Act, the open economy and a flexible labour market – though the last is under threat. What this indicates is that it knows full well that the reforms have on the whole been a success story and that turning them back would be hugely unpopular. Imagine trying to reverse the freeing-up of shop trading hours –a move that provoked a union protest outside my office – today. But while there is no strong desire in New Zealand to go backwards, for a full decade now there has been none to go forwards either. There is abundant evidence that smaller and better government and greater economic freedom – the path New Zealand was formerly on – is today’s winning economic formula. Australia has done more in the last decade and is faring better as a result; it is likely to receive a further boost from a free trade agreement with the United States. However, Hugh Morgan, president of the Business Council of Australia, made the point to a Business Roundtable meeting last week that “In both Australia and New Zealand the passion for moving forward with a reform agenda seems at the moment to be extinguished, or at least quiescent.”

In that state, we sell our futures short. As Paul Keating recently said:

We cannot live only by the economic changes of the 1980s and ‘90s. We will run out of puff unless the underlying components to productivity are understood and improved.

New Zealand’s productivity levels still lag those of leading countries by perhaps 25-40 percent. State-dominated parts of the economy such as roading, water, electricity, education, health and welfare remain dysfunctional. Regulation is becoming ever more intrusive. The numbers of people on benefits are far too high for our economic and social health –the Maori unemployment rate, for example, is an unnecessary 10 percent. An economy that is not going forwards can easily start to slide backwards. Under the stimulus of the Kennett government’s reforms, which were modelled on those of New Zealand, the state of Victoria outshone for a period the rest of Australia. But as the Australian Financial Review noted recently, “the southern state’s economic miracle has fizzled out and its prospects are flagging after four years of lacklustre Labor government.” The truth is that we set up the economic conditions after 2010 today. In its report two months ago, the OECD said that more needs to be done to strengthen the economic fundamentals that brought New Zealand so much success. Last year in Australia, media, business organisations and others were reflecting on 20 years of economic reform and pressing for more. Let’s hope that this year our media help promote a similar debate. Change is not a one-off affair. In the long run we are all dead, as the economist Keynes observed, but some of us have children. Few of us want to see them migrating permanently to enjoy brighter lights and greener pastures abroad. We should not put their inheritance at risk. For some time, attitudes towards the economy have been complacent, but that can change. We seem to have seen a recent change of mood on Treaty issues. Those of us who want to see a better, more secure and prosperous future for New Zealand must work to promote a change of mood on economic directions as well.

The volume of spirit-based drinks available for consumption increased to 34.5 million litres in the December 2003 year, according to Statistics New Zealand. This is an increase of 3.1 million litres, or 9.8 percent, compared with the December 2002 year.

The demand for spirit-based drinks (with an alcohol content of no more that 23 percent) has been rising steadily since 1995, and now represents 79 percent of all spirits and spirit-based drinks, and 7.9 percent of all alcoholic beverage available for consumption. Spirits with an alcohol content of more than 23 percent have fallen to 9.4 million litres in the December 2003 year. This is a decrease of 400,000 litres or 4.0 percent compared with the December 2002 year. Spirits with an alcohol content of more than 23 percent have remained within the range of 8.7 to 9.8 million litres since 1995.

The total volume of alcoholic beverage available for consumption in the December 2003 year was 436.5 million litres, an increase of 0.6 percent compared with the December 2002 year. The total volume of pure alcohol available in the December 2003 year was 27.98 million litres, a decrease of 0.1 percent compared with the December 2002 year. This reflects the decrease in spirits and fortified wines.

The total volume of wine available for consumption increased to 79.1 million litres in the year to December 2003. This represents an increase of 1.0 percent compared with the year ended December 2002.

Table wine (up to 14 percent alcohol) available for consumption increased by 1.2 million litres, or 1.6 percent, in the December 2003 year, compared with the December 2002 year. Table wine produced in New Zealand increased by 977,000 litres, or 1.7 percent, while imported table wine increased by 247,700 litres, or 1.3 percent over the same period. Fortified wine (with an alcohol content of 15 percent or more) fell to 1.3 million litres, a 25 percent decline in the December 2003 year, compared with the December 2002 year.

Beer available for consumption in the December 2003 year fell to 313.5 million litres, a 0.3 percent decrease compared with the December 2002 year. The availability of beer with an alcohol content of more than 4.35 percent increased from 21.8 percent of the total in the December 2002 year to 23.9 percent in the December 2003 year. Beer with an alcohol content of 2.5 to 4.35 percent, the most common strength available in New Zealand, decreased by 2.9 percent.

During the December 2003 year, the number of cigarettes available for consumption fell 16 percent to 2,367 million compared with the previous year. The number of cigarettes available for consumption peaked at 6,346 million in the December 1977 year, and the number available remained between 5,900 and 6,500 million until 1984. From 1985 to 1988, the level of cigarettes available for consumption was between 5,200 million and 5,700 million per year, falling to the 4,000 million to 4,500 million level between 1989 and 1991. For the last three calendar years, the level of cigarettes available for consumption has remained below the 3,000 million level.

Tobacco available for consumption fell to 795 tonnes in the year ended December 2003, a decrease of 1.8 percent when compared with the previous year.

The volume of cigarettes and tobacco made available for consumption is sensitive to changes in excise duty, which may affect comparisons between years.

The volume of cigarettes and tobacco available for consumption represents tobacco products cleared for local consumption on which duty has been paid. Caution should be used in interpreting these figures to represent actual consumption.
